Westmoreland Community Action’s Housing Counseling & Money Management Center and MonValley Initiative’s Housing Counseling Program are free programs approved by both the U.S. Department of Housing and Urban Development (HUD) and the Pennsylvania Housing Finance Agency (PHFA) to provide housing counseling.
