Do You Need Help to Rehab Your Home?

If you own and live in a home in Westmoreland County that needs a new roof or furnace, you may qualify for a program offered by the Westmoreland County Department of Planning and Development in collaboration with The Westmoreland County Housing Authority Weatherization Program.

Roofs can only be (1) one story height. We do not replace (2) two story house roofs.

Who is Eligible?

The program is open to Westmoreland County residents who own and live in a home that needs to be rehabilitated.

NOTE:Each homeowner listed on the property deed must complete and sign the Justifacts form authorizing a credit check.

Rehabilitation assistance will be targeted to homes that may need a new roof or furnace.

Eligible home owners may receive assistance up to $20,000 in the form of an interest free deferred loan over a 10 year period. The repayment plan is prorated based on income and length of time the home owner continues to reside in the home after it is rehabilitated.

Arnold, Jeannette, New Kensington, Monessen, Scottdale are opt-out areas and are not eligible for the Rehab Program. If you have liquid assets in excess of $10,000 or have received services through the Redevelopment Authority in the past, you are not eligible. You must own your home to qualify for this program.


 

Program Management

The Westmoreland County Housing Authority Weatherization Program will be responsible for:

  • Reviewing your application
  • Determining income eligibility and ability to repay loans
  • Inspecting eligible properties
  • Determining the scope of work including detailed specifications and cost estimates
  • Performing the actual rehabilitation work
